It was determined that a quorum was present (18 members x .50) + 1. Ten (10) members are required; 10 members are present.

Tracie Abraham welcomed the group and did a review of Policy 8.51: Academic and Community Excellence (ACE) Planning Process.

Two (2) more working group members joined at 5:50 p.m.

Presentation: Byron Page spoke and presented on behalf of Operations regarding the bring-backs that had been requested at the first meeting:

Original boundaries defined for the schools when Chaffee Trail MS was opened
Explanation of capacity and the use of portables at Lake Shore MS and Baldwin Middle/High
Explanation of enrollment at each of the middle schools in this scenario

Ericka Harding from Operations then addressed the group and informed them that they were now moving into the working process:

Discussed viable options to consider being brought to the group by the District
Spoke to growth in the Chaffee Trail area
Showed current boundaries of Baldwin Middle/High, Chaffee Trail MS, Westside MS, and Lake Shore MS
Explained which elementary schools feed into each of the middle schools
Gave current enrollment vs. capacity. Emphasized that capacity at Lake Shore MS was being shown considering removal of some of the portable buildings

Ms. Harding presented the following options to the group:

Option 1:

Chaffee Trail MS moves 2 schools to Westside MS
One elementary school moves from Westside MS to Lake Shore MS
Numbers allow all current students to stay at their existing middle school
Westside MS receives 2 Elementary schools (split)
Lake Shore MS receives 6 Elementary schools (split)

Option 2:

Chaffee Trail MS moves 3 schools to Westside MS
One elementary school moves from Westside MS to Lake Shore MS
Numbers allow all current students to stay at their existing middle school
Westside MS receives 2 Elementary schools (split)
Lake Shore MS receives 6 Elementary schools (split)

Option 3:

Chaffee Trail MS moves 2 schools to Westside MS
One elementary school moves from Westside MS to Lake Shore MS
Numbers allow all current students to stay at their existing middle school
Lake Shore MS receives 5 Elementary schools (split)

Ms. Abraham took public comments at this time. Two members of the audience gave public comments.

1. Consider the impact on ESE classrooms at Lake Shore MS that are currently in portable buildings. More general education students being assigned to Lake Shore MS might. possibly eliminate the chance of ESE classrooms being relocated to main building(s).

2. Consider the current enrollment at each of the elementary schools that are being shifted in the feeder pattern(s) presented by Operations.

Committee Discussion: General discussion was had regarding information presented by Operations as well as regarding the three (3) scenarios that were offered:

The committee requested, as a bring-back, the current 5th grade enrollment at each of the elementary schools presented in the feeder pattern(s) scenarios.
Parents were reminded that not all current 5th graders may attend these middle schools as parents have many options through Choice.
The committee asked if they could suggest a 4th scenario or were they limited to only the three (3) presented by Operations. The committee was informed that they could reject any/all of the scenarios presented and recommend new/different scenarios.
The committee asked questions about Stilwell MS. Although it is currently a dedicated magnet, could its status be changed to a neighborhood school with a magnet program? The committee was informed that they could notate Stilwell in their recommendation(s), but Stilwell did not have representation at this ACE process. Board member Joyce reminded the committee that the Board had been presented with the option of consolidating Stilwell into Ed White, making a 6-12 school. This proposal was shown for SY 26-27. This caused the committee to then question what would happen to the building at the Stilwell location if this consolidation passed and moved forward.
The committee asked questions about Westview K-8 as to why none of the scenarios presented by Operations showed middle school students being reassigned to that school. The group’s perception was that the scenarios would lead to overcrowding either Lake Shore MS or Westside MS. Again, the committee was informed that they could create a recommendation outside of the three (3) presented and include Westview K-8 in that recommendation.
The working group recommended that Option 2, as presented by Operations, be eliminated based on the numbers presented for Westside MS and Lake Shore MS.
Again, the committee asked for clarification on creating a recommendation that addressed Stilwell. The response was reiterated that it could be noted in the recommendation, but Stilwell had no representation at the table for this ACE process and could not be presented as a sole solution.

Bring-backs requested by the Working Group:

1. Current 5th grade enrollment at each of the elementary schools presented in the feeder pattern(s) of scenarios presented by Operations.

2. Projected enrollment for Westview K-8.

3. Data for an Option 4 that would include students being added to Westview at the middle school level.

Next ACE Working Group meeting is set for Monday, February 10, 2025, at Edward H. White HS – Houston Hall beginning at 5:30 p.m.

A fourth ACE Working Group meeting (if needed) was added to the calendar for Tuesday, February 18, 2025, at Edward H. White HS – Houston Hall beginning at 5:30 p.m.
